WhatsApp Error 131049: What It Means and How to Fix It
WhatsApp error 131049 means a customer hit Meta's marketing limit. What it means, why it rises, and how I fixed it at Cumin Co, from 23% to 44% delivery.

Updated October 2026.
WhatsApp error 131049 means Meta chose not to deliver your marketing message to that customer. Its error text says the message "was not delivered to maintain healthy ecosystem engagement". In practice, the customer has hit WhatsApp's per-user marketing limit, which Meta sets from how often they read marketing messages and how full their inbox is.
You can't switch the limit off. You can stop resending too early, wait at least 24 hours, and send fewer, better-aimed messages so that more of them get through.
131049 was the code behind the slow slide I fixed at Cumin Co, where WhatsApp delivery went from 23% to 44% in a month.
What does WhatsApp error 131049 mean?
Meta limits how many marketing templates a person receives from all businesses over a period of time, when that person is less likely to read them. It doesn't publish a fixed number. Its documentation on per-user limits says the limit adapts to each person's recent marketing read rate and to how many messages they already have from friends, family and businesses.
So 131049 is about the customer, not about you alone. The same person can be reachable on Monday and limited on Wednesday, because three other brands messaged them in between.
Two things trigger it, according to Meta.
The customer is at their limit. Your message would have taken them over, so it isn't delivered.
You resent too soon. If you try again several times within 24 hours to someone who is already at their limit, Meta may block further attempts to that person for up to 24 hours, and returns 131049 again.
The limit applies to marketing templates. Each delivered marketing template counts towards it. Messages a customer replies to work differently, which I come to below.
Why error 131049 keeps going up
A few 131049 failures are normal. A rising share of them, month after month, is a signal about how customers respond to you.
At Cumin Co, delivery slid a couple of points a month for three months before anyone treated it as a problem. When I grouped the failures by error code, 131049 sat behind the slide. The reasons were ordinary, and I've written up all five in why your WhatsApp messages aren't being delivered. The ones that drive 131049 most are these.
Too many messages. Customers were getting three to four marketing messages a week, from a brand with a narrow range. Most of them had nothing new to say.
Messages nobody had asked for yet. Everything went out as broadcasts at fixed times. Nothing was triggered by what the customer had just done.
No replies. Replies to marketing messages were redirected to a separate support number, so the marketing number only ever talked at people.
Each of these lowers how often customers read your marketing messages, and Meta's limit follows that read rate.

How to fix WhatsApp error 131049
You can't appeal 131049 or pay to remove it. You fix it by changing what you send and when. This is the order I'd work in.
- Stop instant retries. Meta says to wait at least 24 hours before resending to someone who hit their limit. Resending sooner brings more errors and makes your delivery reports less accurate.
- Retry once, the next day. At Cumin Co our setup had no automatic retry, so we re-sent failed segments by hand the next day. It worked, but it blurred our reporting. If your platform can retry failed messages automatically after a wait, use it. I compare which platforms do in CleverTap vs MoEngage vs WebEngage vs Kwik Engage, and show what the gap costs in MoEngage vs WebEngage.
- Get customers to reply. Add quick-reply buttons to marketing messages. A reply opens a 24-hour customer service window, and Meta doesn't count marketing messages sent inside that window towards the limit.
- Cap frequency. We moved to a hard limit of two WhatsApp marketing messages per customer per week, down from four.
- Send on intent, not on schedule. Move what you can from broadcasts into journeys triggered by what customers do. We excluded anyone who got an automated message in the last three days from broadcasts.
- Segment for who will read it. A message that fits what someone bought gets read and clicked, and that read rate is what Meta's limit follows.
- Don't disguise marketing as utility. It's tempting, because the limit is for marketing templates. Meta's template guidelines say utility messages must be non-promotional, and businesses that keep breaking that face escalating restrictions.

These changes, together, took Cumin Co's delivery from 23% to 44% in a month. One caution if you measure it the same way. Our 44% blended marketing and utility messages, and utility messages deliver far more reliably. Report the two separately from the start, or you won't know which fix worked.

How to find your 131049 rate
Every failed message comes back with an error code in your platform's delivery report or webhook logs. Pull one week of failed marketing messages, group them by code, and work out what share is 131049.
Then track three numbers every week.
- Delivery rate. Marketing messages delivered out of marketing messages sent.
- 131049 share. 131049 failures out of all failed marketing messages.
- Messages per customer. Marketing messages per customer per week.
Ignore the open rate for this. It's worked out on delivered messages only, so it can look healthy while delivery falls. At Cumin Co the open rate never moved, before or after the fix.
If your engagement platform sends WhatsApp through a separate BSP, ask both where the error codes show up. Some reports only show "failed", which hides the reason.
WhatsApp error 131049 vs other error codes
Not every failure is 131049, and the fix depends on the code. The table below is based on Meta's WhatsApp error codes reference, as of October 2026.
| Code | What it means | What to do |
|---|---|---|
| 131049 | Not delivered to keep engagement healthy. The customer hit the per-user marketing limit. | Wait 24 hours, then send less and better |
| 131050 | The customer chose to stop marketing messages from your business | Don't retry. Remove them from marketing sends |
| 131048 | Your number is limited, often because earlier messages were blocked or flagged | Check your quality rating in WhatsApp Manager |
| 131047 | More than 24 hours since the customer last replied | Send a template, not a free-form message |
| 131026 | Undeliverable, for example not a WhatsApp number or an old app version | Clean the number from your list |
| 131056 | Too many messages to the same person in a short time | Wait, then send again |

The difference that matters most is between 131049 and 131048. 131049 is about one customer, and your number is fine. 131048 is about your number, and it's a louder problem. A slow slide in delivery usually points to 131049. A sudden drop points to blocks and your quality rating.
What is the 24-hour rule on WhatsApp?
When a customer messages you or replies to you, a 24-hour customer service window opens. Inside it, you can reply with normal messages. Outside it, you can only start a conversation with an approved template, which is what error 131047 tells you.
The window matters for 131049 too. Meta doesn't count marketing messages sent inside the window towards the per-user limit. That's why replies are worth designing for. A quick-reply button that gets a tap does more for your delivery than another broadcast.
Do failed messages cost money?
Meta's pricing page says businesses are only charged when a message is delivered, not when it's sent. So a 131049 failure shouldn't cost you Meta's charge. Your BSP or platform may bill its own fee differently, so check how its markup is counted. I've covered message markups in my Kwik Engage review.
The bigger cost is the message that never arrived. If half your marketing messages fail, half your campaign never had a chance, whatever the copy said. To put a number on it, the customer lifetime value calculator shows what one customer is worth to you.
Cart reminders are marketing messages too, so they count towards this limit, and each delivered one costs ₹0.8631 at Meta's India rate. My guide to WhatsApp API pricing in India breaks down what you pay. My abandoned cart WhatsApp flow falls back to email and SMS when WhatsApp isn't delivered.
Where I fit
Most brands I talk to see "failed" in a report and blame their BSP or their copy. The fix is usually in frequency, replies and what triggers each message, and someone has to own that week after week. Compound Lab is a retention agency that runs WhatsApp marketing for D2C brands, and that's the work. If you're weighing a hire against an agency for it, I've compared the options in who should run retention. Book a 30-minute call and bring a week of failed messages, and we'll find out what's behind your 131049s.
FAQ
What does WhatsApp error 131049 mean? It means Meta didn't deliver your marketing template to that customer "to maintain healthy ecosystem engagement". The customer has reached WhatsApp's per-user marketing limit, or you resent too soon after an earlier failure.
How long does WhatsApp error 131049 last? Meta doesn't publish a fixed period, because the limit adapts to each person's engagement. It says to wait at least 24 hours before resending, and that resending sooner only brings more errors.
Does error 131049 mean my WhatsApp number is blocked? No. 131049 is about one customer, and you can still message other customers. A problem with your number shows up as error 131048, which points to blocks or spam reports and your quality rating.
Am I charged for messages that fail with 131049? Meta charges only for delivered messages, not for messages sent. Your BSP or engagement platform may bill its own fees differently, so check how its markup is counted.
